Are there things you wish you had known before submitting a manuscript or subscribing to a scholarly journal?
Political scientists have started this blog as an outlet for fellow scholars to share their experiences as journal contributors or readers. We invite comments of a negative, positive, or neutral nature regarding the manuscript review and publication process at particular scholarly journals of interest to political scientists. We also welcome comments from political scientists regarding their level of satisfaction with the content of the scholarly journals they read.
This blog aims to improve political scientists' experience with academic journals. In the short term, postings may provide useful guidance to scholars about the type of experience they might expect with particular journals.
Scholars may, for example, decide to avoid submission to journals with reputations for extraordinarly slow decision-making, lengthy waits to publication, or seemingly arbitrary rejection of manuscripts, in favor of journals that provide superior service to authors.
Potential readers and subscribers may also improve their awareness of which journals are publishing cutting-edge content in their subfield, and which journals are stagnating.
Over the long run, postings to this blog might promote more consistent adherence to an ethical code among scholarly journals serving political science, an improved review and publication experience, and a superior product for journal readership. Editors and publishers reading this blog can learn where they are succeeding, where they need to improve, and how.
Please note: Venting about negative experiences with particular journals is most welcome, but please keep expletives and other harsh language to a minimum, and remember that we are all professionals, aiming to assist each other.
A proposed code of editorial ethics follows below; please comment: good idea? bad idea?
Proposed Code of Editorial and Journal Ethics for Political Science
An academic journal in political science should be independent from any particular school of thought, political party, political ideology, religious orientation, creed, or other belief system.
Editors have the responsibility to promote self-correction in science and participate in efforts to improve the practice of scientific investigation by publishing corrections, retractions, and critiques of published articles; and by taking responsibility for improving the level of scientific investigation and writing in the larger community of potential authors and readers.
Within the guidelines indicated here, editors should have full authority over the editorial content of the journal, generally referred to as “editorial independence.”
Editors should establish procedures that guard against the influence of commercial and personal self-interest on editorial decisions.
Authors do not exist to “serve” journals. Authors and editors both have an obligation to readers, through a mutual agreement of trust and commitment to quality.
The social contract between an author and editor is an organizational one which does not change with the person occupying the editorship. Thus, a new editor is bound by the manuscript decisions of her predecessor, and cannot change the standards retroactively or rescind acceptances by the previous editor.
An editorial board should include leaders in the field, reflect gender, race, and partisan diversity and have representatives from a variety of subfields within the journal’s area of specialization.
The editor has the ethical responsibility to choose good reviewers for manuscripts, people who are relatively objective, know the field well, and turn in reviews on time. The board's membership should change often enough to prevent the board becoming a clique, at least every five years.
Editors should establish appropriate programs to monitor journal performance. The editor has the responsibility to collect statistics on manuscript submissions, review times, acceptance rates, and the length of the backlog of manuscripts awaiting publication, and report to the editorial board on these matters on an annual basis.
Reviewers for a journal have the ethical responsibility to turn down review requests in a timely manner, within 10 days of receiving the request, and if they agree to review a manuscript, return it within eight weeks of the request, unless they make other arrangements with the editor.
Editors have the responsibility to read all articles that are approved by two reviewers, all articles for which there is a split vote, and at least scan articles that are rejected by two or more reviewers, exercising their own judgment appropriately.
Offers by the editor to revise-and-resubmit a paper should be given in good faith, with the expectation and stipulation that if the authors respond to any queries or objections the reviewers have raised, doing their best to address any conflicting advice, the paper will be acceptable for publication. Multiple rounds of revision (more than one) may be required to perfect the paper, at the discretion of the editor. However, if the editor has serious doubts about whether a paper is capable of being revised, the ethical responsibility is to save the authors time and effort by rejecting the paper after it is initially reviewed.
Editorial board members are entitled to a free subscription to the journal during their time of service.

America has just as many human rights violation as China, Russia, and other countries. America beats, pepper spray, jail, teaser and kill protesters, just like other countries, and America has political prisoners as well. African American men, and Native Americans Indians men are treated like animals. Why haven’t anyone said anything about it? America is an evil country. The CIA agents are stationed in every country around the world. Their purpose is to control the country’s government, that they are stationed in. The CIA through the U.S government spends millions of dollars to control the outcome of elections, and sponsor over throw of the governments America has vital interest in, including carrying out assassinations. Over the centuries America has over throw 30 legitimate foreign governments for economic reasons. They will support any leader, even if the person they support is a brutal dictator, and murderer. As long as they have control over that leader, they have control of the country. Someone please tell the American government to shut the hell up! They want a pro-American government in every country around the world, so American corporations (the rich white men of wall street) can control the economy of the country, at any cost. The United Nation is suppose to be a force for truth, and justice. Shame on you for allowing America government to put economic sanctions on countries, and people they have an economic disagreement. I’m an African American, I tell you America is no democracy, it’s called a democracy, and it’s made to look like one, but it’s not. There’s at lease four political parties in America, but two are allowed to participant in America’s political system. The American government operated like a whore house, it’s one of the most corrupt, and morally bankrupt government on earth. The U.S government at the federal, State, and local levels are places where political favors are bought, and sold everyday, even by foreign governments, at the expense of poor Americans, and there are millions of poor, homeless, and middle class people in America. They are 95% of the population but, only have access to less, than 20% of America’s wealth.There are many ethic groups in America, but Black men are always sentenced by all white jury, but Whites have never been judged by an all Black jury. The ruling elite (Wall Street) has instructs American courts to give hundreds of thousands African American men, and women long prison sentences for minor, and non-violent offenses. Over a hundred Black men die in American justice system per year, at the hands of the police, prison guards, other prisoners, and suicide. African American men, Hispanic Americans men and Native American men are twice as likely to be sentence to the death penalty, shot by (white) police, and teaser by the police, than a white man that committed the same offense. The more people in American prison the higher wall street’s return on their investments in these prisons. The Korean, Vietnam, and the Iraq war was started by the real leaders of America, the rich white men that control Wall Street. These are the real rulers of America, not the U.S. government. They attack these countries for economic reasons. These third world nation was never a threat to America. These countries either don’t want to do business with wall street, or placed high tariff on their export. Remember the golden rule, the people with the gold makes the rules, and the laws. They have more power, and influence, than, the president, U.S Congressman, or Senator, and in any cases wall street set American nation, and foreign policies. They pit White, black, and native American against one another. (divide, and conquer).The American government lied about the reasons America attacked Korea, Vietnam, and Iraq. Those countries were not a threat to America. It don’t matter how many different presidents, and congressmen Americans elects the rich white men of wall street (the ruling class) will always control the America government. They contribute (investments) tens of millions of dollars to both political parties, and control congress, the senate, and the office of the president. They receive high rates of returns on their contributions (investments). The ruling elites (wall street) own, and controls the media in America, TV stations, news papers, and radio stations, so when they want to attack a country they demonize the leaders of the country, and proclaim them to be a threat to the American people , and the free world.

The country they intend to attack were never a threat to America, they want the country's resources.
Notice these American cowards only attack the helpless, and small countries, with small militaries. I watched the American military, and US government congratulated one another on their military victory over the small nations Panama, Granada, and Mogadishu- Somalia African, it was really funny, and so pathetic! The victories give them a sense of superiority, and stroke their ego. In spite of all the many civilian deaths during war. Wall Street profits were in the billions of dollars from their point of view war is a good thing. The American government started the war with the Japanese in world war two, and they didn’t have to drop those atomic bombs on Japan. America had already decimated Japan. These super rich men control wall street, the US government, the media outlets, and every major institution in America. Wall street controls the America prison system, that’s why there’s well over 2,500,000 people in America’s prison systems, That’s not counting the people on parole, or probation. Wall Street receive a high rate of return on their investments, and the higher the occupancy in these prison, the higher the return on their investments, and they plan to build more prisons. They give black men long sentences for minor, none violent criminal offenses. These men are beaten, raped by other prisoners, starved, and tortured. The people that control Wall Street are less, than 5% of the American population, but control 80% of the wealth of America. They are the super rich, with assets in the billions of dollars, and they control trillions of dollars. Like monarchs they don’t have to run for any political office, their children don’t have to service in the military, and they answer to no one. They are the ruling class (Wall Street). These men are brutal dictators, and they rule America with an iron fist. That’s why there will always be a place for men like George Bush, and Dick Cheney in America. George Bush was no accident. He was made president by the oil companies, and other multi-national corporations (Wall Street). They compromised the presidential election, remember the golden rule. Wallstreet (The Ruling elite) control America, and they are evil, elitist, racist, greedy, unscrupulous, hypercritical, and self-righteous in every way. The average America will never control the government. The September-2008 collapse of US banks, and other lending institution was planned a decade ago by wall street. They made hundreds of millions of dollars off the collapse of these institution, and they knew they were going to make millions off the bail-out of these institutions, just like they did with the failure of the Savings, and loan institutions in the 1980’s.. The America government has many human rights violations. They force the Native American Indian off their fertile lands onto land that can’t grow anything, but weeds. The American government, and wall street force the Native Americans off their lands, land that hold gold, diamonds, and crude oil onto baron lands. The America government owes the Native Americans hundreds of millions of dollars for many broken treaties, and treaty violations, and stolen minerals. The America government owes African American reparations for slavery, and especially for post slavery. During Post slavery African Americans where beaten, torture, and/or killed, almost on a daily bases, by the white citizens, federal, state, and local officials. The Jim Crowe laws are economic sanctions, and where pasted at the beginning of post slavery against the African American people by the U.S government to prevent African American from competing with white people in business, so the African American would be forced into poverty, work and stay subservient to white men, and it’s still that way. It’s also important to the American economy that African Americas stayed consumers, and not producers of goods, and services. Slavery never ended it took another form. African American men today are twice as likely to be turned down for a business loans. We can't get business loans, government contracts, economic bailouts, earmarks, economic stimulus packages, government subsidies, or corporate farewell, like our white counter part, we can only work for white men in America. Black men earn 25% less, than White men doing the same work. Native American always had economic sanctions against them. Economic sanction kills babies, children, the elderly, and the weak, and helpless.

The system was designed, so the money African American made go right back into the pockets of white men, just like it did at the beginning of post slavery, and it’s still that way. That’s way The Honorable: Dr. Martin Luther King, President: John F. Kennedy, and U.S Attorney, candidate for president Robert Kennedy were assassinated, because they wanted to bring African American out of poverty, and raise African American’s standard of living. Wall Street (U.S government) are responsible for many assassination, and assassination attempts in America, and around the world. The men that were arrested for Dr. Martin Luther King, President: John F. Kennedy, and U.S Attorney: Robert Kennedy’s murders were fall guys (patsies). These three men threaten Wall Street economic base, and that’s low wages laborers. Low wage laborers is important to Wall Street’s profits margin, especially low wage agricultural labor, and African Americans were wall street’s primary source of low wages laborer. These three men were murdered in America by Americans (wall street). The ruling elite is responsible for NAFTA, America manufacturing companies closing down, and moving over seas, at tax payer’s expense. The out sourcing of office jobs to countries like India, free trade, and low wage laborers from South America (illegal immigration). Tens of thousands of working class American lives are ruined, because of these policies, but Wall Street is making tens of millions of dollars. The lower wages are the higher Wall Street’s profits. Only the ruling class (Wall Street) are rich, and powerful enough to assassinate a setting president, and get away with it, and/or cover it up. Who are these men? They are investors, and they are men who set on the boards of the most powerful multi-national, multi-conglomerate corporations in the United State, and Europe. They possess billions of dollars, and control trillions of dollars. The U.S government, and the ruling elite have an economic boycott against African American men, and the Native American men. The America Government will not share America’s natural resources with Native American Indians, or African America men, gold, diamonds, and crude oil. All these resources are only shared with the ruling class. It is amazing how well they hide their deviate behavior, and activities, and the conditions of the African American males, and Native Americans male from the eyes of the world, while they condemn other countries for the same crimes the American government, and the ruling class have been committing for centuries. Please don’t allow the American government to launch missile platforms in orbit around this planet, or place missiles in Eastern Europe, under no circumstance. The United State government is not trying to protect itself. They want to control the world, and everyone on it. Such an act will destabilize this planet, and heighten tension between all concerned. Such an act will push the countries with nuclear weapons closer to nuclear war. All life on this planet will be threaten, you must stop the American government! America is an evil country, beware of this menace. If America government gained control over the world’s economy hundreds of millions of people around the world will suffer. Allow me to show you more patterns of behavior for the America government, and Wall Street. The real reason for the Korean, Vietnam, and Iraq war was over economics. The leader of these countries doesn’t want the American parasitic business man (Wall Street) doing business in their country. This is when the American government (wall street) use their media to demonize the leaders, and proclaim their country to be a threat to America, and to the free world, and ten later the American government allowed American Corporations (Wall Street) to do business with the communist governments of Vietnam, and China, who the American government once called a threat to the American people , and to the free world. Nearly 60,000 US military personnel, and 4 times as many civilians lost their lives in Vietnam war. They lost their lives for a lie, we all know now the Vietnamese communist didn't attack, or sink a U.S navy vessel in the Gulf of Tonkin, and Saddam didn’t have weapons of mass destruction in Iraq, and they knew it, but that’s the reason they give for going to war.

Fidel Castro over threw Fugencio Batista, who was an evil, brutal American backed dictator. He kicked the parasitic American business men out of Cuba. He did it, because the average citizen in Cuba suffered, and Cuba’s gross national product was gambling, the sale of alcohol, illegal drugs, prostitution, and slave wage labor. All of the profit went into the pocket of the men of Wall Street(U.S government), and the Mofia. Fidel survived U.S government assassination attempt ( The bay of pigs). Communism is a good form of government. President Castro loves his people, and the Cuban people supported Fidel. He stayed in power to make sure America don’t gain control of Cuba again. His economy was bad all those years, because America placed economic sanctions against the small nation, and still maintains an unwanted military presents in Cuba. Any permanent solution on Cuba can only come about , if America stayed out of it. I know Fidel has turned out be as bad as Batista, But America saying anything about anybody is the pot calling the kettle black. America needs to stay out of Cuba’s affairs. They started this mess!
Hugo Chavez was demonized for paying off the debt of many third world countries in south America. The American financed, and backed World Bank tried to exploit those countries. President Chavez survived a U.S backed assassination attempt. He caused U.S business men to lose millions of dollars in profits. He prevented America from taking control of Venezuela’s oil fields, and he would only take euro currency for his oil. This caused Wall Street to lose Tens of millions of dollars in investments, and it helped to drive down the value of the U.S dollars
The Ayatollah Khomeini came into power went the brutal murderous dictator, and American backed Mohammad Reza Shah (The King of Iran) was over thrown, many people died in that civil war. The Iranian people have the right to hate the American government. Shah treated his people like animals. Those who oppose him were executed. The Ayatollah Khomeini threw American oil companies out of Iran, when he came into power. The government of Iran no longer excepts U.S currency, only the euro. Wall Street lost ten of millions dollars in profits, and it helped to drive down the value of the U.S dollar. The U.S. CIA is in Iran trying to assassinate, or over throw member of it’s democratic elected government.
Saddam the murdered ex-president of Iraq was demonize, because he didn’t allow American business men to control Iraq’s oil fields. He threw all American oil companies out of Iraq, and he evidentially stop taking US currency for oil, and he would only except euro currency. Wall street lost millions of dollars in investments, and it helped to drive down the value of the U.S dollar. That’s why George Bush murdered Saddam, so he can gain control of Iraq’s oil fields. It’s well known that Bush lied about the reasons he attacked Iraq. We all know now Bush lied about the reasons he attacked Iraq he really wanted the crude oil. Most of the people that carried out the 9-11 attacks were from Saudia-Arabia. U.S companies are going to greatly profit from the war in Iraq. Regardless of the number of deaths in the Iraqi war, it is seem as a success from the U.S government, and Wall streets point of view. One other thing America does torture their prisoners of war, and use chemical agents ( white- phosphorus) on the battle field of Iraq. It burns like fire, when it come in contact with the skin, And can’t be washed off by conventional means. The American government has more military bases around the world, than any country. America wants to control the world, and wall street makes huge profits from war. America will always have enemies, if not they will make enemies, and war.

In 1946-1948 America, and Great Britain secretly paid some members of the United Nation Security Council tens of millions of dollars to get enough votes to security the land the Jews unrightfully occupy. The American Government, and Great Britain provided military weapons, intelligence, and troops to Israel, and help them take land the Israeli unjustly occupy. America gives Israel tens of billions of dollars in economic foreign ad, and gives millions of dollar to the countries around Israel, so they won’t take part in any attacks against Israel. How can the U.N Security Council take, and give lands that don’t rightfully belong to them? The countries that fought against Israel in the 1948 war lost, because they were fighting against two super power, America, and Great Britain.
The American government has supported, and kept in power many brutal dictators. These dictators murdered many of their people in Saudia Arbia, Chile, Cuba, Iran, New Guinea, and Nigeria. The last three countries have large oil reserves. The people suffered, and the America government closed their eyes to what’s going on. That’s what’s happen in Nigeria, Saudia Arbia today America government (Wall Street) is backing, and arming another brutal dictator. As long as the oil keeps flowing the America government couldn’t give a dam what’s happen to the helpless people of Nigeria, and Saudia Arbia.
Remember America was born from the spilled blood of Native American Indians, African Americans, Hispanic, and Chinese Americans.The American government real don’t care about democracy, or the average American citizen, they only care about Wall Street making money, and world dominate. If you want America to be the leader of the free world, then you will not be free for long. Both political parties in America receive hundreds of millions of dollars in contributions (investments) from Wall Street, that’s why many congressmen, and senators become millionaires within a few years in office. If you want to get alone with the American government do as they say, not as they do. Always remember if you don’t bow, and obey the ruling elite (American government) they will turn against you just like they did the dictator President: Ferdinand Marcos (Philippines), Saddam Hussein( Iraq), The Honorable: Dr. Martin Luther King, President: John F. Kennedy USA), US Attorney: Robert Kennedy USA), President: Manuel Noriega ( Panama) , Osama Bin Laden (Saudia Arbia), President: Hugo Chavez ( Venezuela ), African Americans, and Native America Indians. The men that control the multi-national corporation in America are dangerous parasites, and they have the backing of the US government. This makes them twice as dangerous. Their intentions are to exploit the people of South America, and control the country’s resources. The American government (Wall Street) don’t give a dam about freedom, and democracy, just world domination This is the real America. The America they don’t want you to know about, and when it comes to America, this is just the tip of the iceberg.
